Accessibility Successes - Whitney Block

The Whitney Block was completed in 1927 and it was the first office building constructed specifically for Ontario’s civil service. Originally known as the ‘East Block’, the six-storey building was designed by Ontario’s Chief Architect Francis Riley Heakes. In 1932, an additional six-storey section and sixteen-storey tower were completed.

Presenting a particular design challenge to this ORC project is the fact that all street entrances to the Whitney Block are located either a half story above or below grade. A grade differential at the main entrance of approximately six feet ruled out the installation of an exterior ramp to the front door. Foundational design principles of this project included the concept of equitable access, protection of the heritage features of the asset, and maintenance of the integrity of building security. The opportunity to renovate an existing basement entrance (left of the main door) was identified as the best design solution for the provision of an equitable and dignified entry to the building. This project saw the installation of a new accessible ramp, the creation of a new entrance lobby on the lower level and the installation of an elevator linking the lower level to the main floor security desk. The new elevator and lobby were carefully finished with materials that duplicate the experience of entering the building at the existing main entrance.

The new ramp is enclosed by a stone guard and is well-illuminated, protected from ice build-up by heated cables, and equipped with stainless steel handrails. Security cameras, access card readers and an emergency intercom system work to protect building security and personal safety for those individuals using the new entrance. Directional signage has been installed to clearly identify this new accessible entrance.
