Vendor Performance Program


On June 2, 2010 the new Vendor Performance Program (the “Program”) was approved. The Program replaces the existing Contractor Performance Policy (the “Policy”) and the Contractor Performance Operating Procedures (the “Procedures”).

The Program is an important component of the ORC procurement/contract management framework. The purpose of the Program is to monitor performance of vendors within ORC’s supply chain in order to ensure the responsible management of ORC contracts and enhancement of the value of public sector real estate and services. The Program establishes a standard methodology for evaluation of vendors’ past performance as a criterion in assessing vendors’ bid on future ORC work. The Program sets out clear expectations and benchmarks that encourage vendor responsibility and accountability that benefit both the vendors and ORC.

The Program includes the following key changes to the previous Policy and Procedures:

  • Streamlined and consistent application of vendor performance rating and scorecards;
  • Introduction of annual Partners in Performance quality awards initiative;
  • Consistent and comprehensive process for review of infraction reports and scorecards; and
  • Enhanced procedural fairness through streamlined and clear requirements for suspension and reinstatement process.

The Program came into effect on June 2, 2010 and will be applied immediately to all new procurements/contracts.

For any ongoing contracts, a transition plan will be developed by Strategic Sourcing and communicated shortly to vendors.
Training sessions on the use of the Program will be provided for vendors by ORC Strategic Sourcing.
